What is the portability of numbers?

Portability of numbers is a service for telephony that allows subscribers to keep their telephone number when changing service provider of telephony.

What are the benefits for users?

Implementation of portability removes a major barrier to the development of competition in the electronic communications sector. Can subscribers to keep your phone number when changing service provider increase open to alternative offerings and ensures greater freedom of choice because it eliminates the need to inform their knowledge about changing the number of the phone.

In what conditions carried out port numbers?

The port number will be made only at the request of the Subscriber, when it decides to give up a telephone service provider for the public (donor) and wants to sign a contract with another vendor (acceptor).

Completion of the process of porting is entirely the responsibility of the supplier acceptor who initiates the process at the time of receipt of a request to port of the end user.

Completing the process of porting may not exceed, under normal circumstances, 10 working days.

Portability applies to the following types of numbers:

  • Fixed number portability-(geographic and location-independent) – any subscriber to a fixed-line telephone service will be able to preserve fixed phone number when you opt out of your subscription to a service provider of fixed-line telephone and subscribe to another service provider of fixed-line telephone; portability geographical numbers will be able to make only within the same geographical areas (i.e. within the same county or in the municipality of Bucharest and Ilfov County)
  • mobile number portability (non-geographical) – any subscriber to a mobile service will have an opportunity to preserve your mobile number when will transfer from a leading provider of mobile service to another provider of mobile services, regardless of the technology used to provide the service (2 g, 3 g CDMA, etc.), the method of payment (postpaid or prepaid) or the type of services provided (voice, fax, data transmission)
  • non-geographic number portability other than mobile – in this category are included here for phone numbers services toll-free (0800), services based on universal access numbers (type-0801) and universal (numbers personal 0802-type) and premium rate services (0900, 0903 and 0906); users of these services will be able to keep your number when applying for a transfer from a service provider for the public to another, provided that they maintain their original destination
  • The fixed telephone numbers by mobile networks and vice-versa is not possible.

    The situation in Europe

    At present, the majority of European countries have implemented the portability of numbers and non-geographic numbers.

    According to the European Commission's Report No. 12 on the State of implementation of the regulatory framework in the EU Member States, in October 2006, at the level of 24 member countries that reported data for this study (except doing United Kingdom), accumulated 31.4 million mobile numbers portate of the launch of this facility. The highest level of the percentage of mobile numbers portate used in countries such as Finland (over 64%) and Denmark (32%) and in Spain and Sweden percentage is also more than 20%. If countries like Belgium, Ireland, Italy and the Netherlands recorded a rate portability between 10% and 16%, there are countries where the rate is very low: Luxembourg-3.4%, Germany, Greece, France, Portugal and Austria – under 1.9%.
